The Contingent Emergency Response Project (CERP) is a World Bank-funded emergency financing mechanism for the Federated States of Micronesia (FSM). It gives the government fast access to funds after an eligible crisis, such as a typhoon, drought, flood, or fuel shortage, by repurposing up to 10 percent of undisbursed balances from the FSM’s existing World Bank project portfolio each year. The project can operate for up to six years, each activation lasts no more than 12 months, and spending is limited to a pre-agreed positive list of eligible goods and services. DOFA implements the project through its Central Implementation Unit, and the benefits reach all FSM citizens.
