Kosrae Department of Administration and Finance (DAF) manages fiscal operations and administrative services for Kosrae State Government through five divisions: Finance, Budget, Personnel & Employment Services, Tax & Revenue, and Planning, Statistics & ODA.
DAF develops financial management systems, ensures proper use of public funds, collects taxes, prepares the state budget, and manages development assistance. It provides financial reports and ensures compliance with regulations and grant conditions.
DAF serves Kosrae’s citizens, government agencies, local businesses, and private sector.
As the state’s primary funding agency, DAF upholds transparency, integrity, and accountability in managing public resources, promoting good governance and improved quality of life for Kosrae’s people.
Citizens can access DAF services for tax matters, payroll, employment, and grants through walk-in visits and consultations. Public engagement includes budget hearings, policy postings, social media, and radio broadcasts.
Responsible for processing payments per the Appropriation Act and amendments, including capital expenditures, payroll, and travel, the Division manages cash investments, tracks government assets, ensures internal controls over Treasury operations, and provides financial reports for decision-making.
Plans, organizes, and manages financial resources for the Kosrae State Government, ensuring that funds are allocated efficiently, in compliance with legislative goals, and aligned with state development priorities.
Manages all aspects of employee relations, recruitment, and employment within the State of Kosrae. Responsibilities include recruitment and selection, policy development, employee relations, compensation and benefits, training, and ensuring compliance with state employment laws.
Oversees the collection and receipting of funds due to the Kosrae State Government. It manages the collection of fees, fines, and sales taxes from businesses, enforces tax laws, and administers public revenues. The Division also advises on tax policies to support sustainable government funding and effective delivery of services.
Coordinates the development and updating of the State Strategic Development Plan (SDP). It collects, analyzes, and disseminates reliable statistical data to support decision-making across government sectors, manages and monitors foreign aid and development assistance programs, and provides support for ongoing projects.
