Budget planning ensures that public funds are allocated fairly, transparently, and in line with the state and national priorities. The Budget Division prepares the national and state budgets, provides forecasts, coordinates appropriation bills, and manages the apportionment and allotment of funds. This process helps maintain fiscal discipline, ensures spending stays within legal appropriations, and supports effective service delivery across all sectors.

The FSM Department of Finance and Administration offers six core services to support the nation’s financial management and governance. These include Budget Planning for developing transparent budgets that enable effective service delivery and sustainable development; Customs services that facilitate secure cross-border trade while enforcing regulations; Financial Reports that provide accountable statements to track public funds and ensure transparency; Legislationresources offering access to the laws, regulations, and policies governing their operations; Procurement services ensuring fair and value-driven purchasing processes; and Taxation management for the equitable collection of taxes that fund public services and drive national development. Together, these services form the foundation of the FSM’s fiscal responsibility and public financial management framework.

Office locations can be found for each of the Department’s four specialized divisions: the Budget Division, which ensures fair and transparent resource allocation aligned with national priorities; Customs & Tax Administration, responsible for revenue collection, trade facilitation, and border protection; Investment & International Finance, which manages investments, grants, and international financing programs to support economic growth; and Treasury, which safeguards government finances through effective cash management, accounting, and reporting to ensure integrity and transparency in the nation’s financial operations.
