WYG Consultants Feb 2019

The FSM National Government through World Bank funding approved a Grant to replace the current Financial Management Information System (FMIS) for the National and State Governments. The first step of the Project is for a systems requirements study to be undertaken to determine the technical and function specifications for a new FMIS. WYG International (UK based were selected to complete this work which is currently underway. The consultants will also be touring around the States to determine the Information Systems requirements to support a new FMIS.

Finance Directors and the key accounting staff from the four States travelled to Palikir (January 2019) to hold key discussions with the consultants. They shared the challenges with the current Fundware system and how a new FMIS could overcome these issues. The discussions were a great forum for everyone to share expectations, find out about cloud technology, map out key stakeholders of the FMIS, reporting requirements and many more topics.

The key deliverables from this work are:

  1. The inception report;
  2. Paper on accounting and reporting framework compliance;
  3. Business process design and Chart of Account;
  4. Functional Requirement;
  5. Preparation of RFB and Test Scripts, Bid Evaluation Report, Proof of Concept test and evaluation report;
  6. Update Treasury Instructions and Manuals and;
  7. Monthly flash reports.

The inception report was completed and submitted to the Governments on February 6, 2019.
