About Us

The Budget Division is responsible for the effective management and execution of the National Government’s budget process. Its mandate is to ensure that the annual budget aligns with national priorities and that funds are allocated and utilized responsibly. The division also provides sound economic and financial policy advice to guide decision-making. Its work benefits government agencies, policymakers, development partners, and ultimately, the citizens of the FSM by ensuring public resources are managed efficiently and transparently.

Leadership

The division is led by Acting Assistant Secretary Molina Seneres, who oversees the budget formulation, review, and reporting process for the National Government. With extensive experience in public finance, the Assistant Secretary ensures fiscal discipline and provides the leadership needed to support long-term economic stability and responsive service delivery.

Projects & Achievements

The Budget Division has advanced important reforms to strengthen the national budget process and improve transparency. Recent achievements include:

  • Improved Budget Preparation: Streamlining the preparation process to ensure the annual budget is delivered on time, with clearer ceilings and guidance to line agencies.

  • Strengthened Reporting Mechanisms: Enhancing monitoring and reporting systems to improve accountability in budget execution and ensure compliance with financial regulations.

  • Fiscal Transparency: Publishing budget documents online to make financial information more accessible to the public, development partners, and oversight institutions.

  • Capacity Support to Agencies: Providing guidance and technical support to government departments during budget formulation and execution, building institutional capacity.

  • Modernization Efforts: Exploring improved digital tools for budget monitoring and analysis to provide policymakers with timely and reliable information.

Coordinates

Leads the preparation of the annual National Government budget, ensuring that spending plans are aligned with policy goals, legislative requirements, and fiscal responsibility.

Provides guidance

Advises departments and agencies on budget submissions, reviews proposals, and consolidates them into a comprehensive national budget.

Monitors execution

Tracks budget implementation throughout the fiscal year and produces timely financial and performance reports to strengthen accountability.

Guidelines and forms

Issues annual budget circulars, forms, and reference materials to assist agencies in preparing accurate and consistent submissions, made available on the DoFA website for transparency.

Policy advice

Provides sound economic and financial policy analysis to inform Cabinet and Congressional decision-making, helping ensure resources are used effectively to support long-term stability and growth.
