Green Climate Fund

GCF funding empowers communities through climate resilience initiatives, sustainable development projects, and low-emission economic transformation.

The Federated States of Micronesia (FSM) partners with the Green Climate Fund (GCF) to address its high vulnerability to climate change. The Department of Finance and Administration (DoFA) serves as the National Designated Authority (NDA), coordinating national priorities and ensuring that climate finance aligns with development goals. Since 2016, FSM has mobilized over USD 27 million through the GCF in institutional strengthening and approved projects, with additional proposals in the pipeline.

To transform FSM into a climate-resilient nation with highly adaptive communities and a low-carbon economy, while safeguarding our role as stewards of one of the world’s largest ocean ecosystems.

FSM–GCF Country Programme 2024–2027

The FSM Country Programme (CP) provides the strategic framework for engagement with the GCF.

  • Pipeline value: USD 131 million in priority projects for 2024–2027.
  • Priorities are drawn from the State Joint Action Plans, the Infrastructure Development Plan, and the ODA Priority List.
  • Strategic focus areas include adaptation in health, food security, water, and coastal resilience, complemented by mitigation in renewable energy and low-carbon transport.

Key Projects and Achievements

  • SAP020 – Climate Resilient Food Security for Farming Households in FSM
    Supports farming households with climate-smart agriculture, contributing to national food security.
  • FP169 – Climate Change Adaptation Solutions for Local Authorities in FSM
    Strengthens community-level resilience through local adaptation grants and capacity-building.
  • Ongoing readiness programs (Phases I–III) have strengthened the NDA, accredited the Micronesia Conservation Trust (MCT) as the first Direct Access Entity, and prepared the ground for a National Adaptation Plan.

Stakeholder Engagement

The Country Programme was developed through wide consultation, including national and state governments, NGOs, civil society, private sector, and communities. This whole-of-society approach ensures that projects are country-owned, gender-responsive, and inclusive.

Latest Updates (2025)

  • Readiness III launched: FSM is implementing a third phase of GCF Readiness support, focused on strengthening NDA capacity, advancing Direct Access Entities, and improving monitoring, reporting, and verification (MRV) systems.
  • National Adaptation Plan (NAP): Consultations were carried out across all four FSM states to integrate local priorities into the forthcoming NAP, ensuring state and community ownership.
  • Climate and health project approved: In June 2025, the GCF Board approved the USD 18.8 million project “Increasing Resilience to the Health Risks of Climate Change in FSM,” addressing the urgent impacts of climate change on public health.
  • Regional partnerships: FSM participated in dialogues with Pacific neighbors to share lessons and accelerate access to climate finance, ensuring stronger alignment between national and regional priorities.
